You do not need both CIS exams. Take the CIS that matches the project you will implement.
CSA first (always)
CSA tests whether you can configure the platform safely: tables, form design, UI policies vs client scripts at a decision level, ACLs, update sets, Flow Designer, and reporting. People who skip CSA and jump to CIS-ITSM fail on platform mechanics, not on ITIL theory.
ITIL literacy helps CIS-ITSM scenarios but does not replace CSA. If you have never touched Now, take ITIL 4 Foundation in parallel only if your job is process design — otherwise CSA only.
After CSA
ITSM implementation consultant or admin on ITSM apps: CIS-ITSM.
HR Service Delivery / employee experience projects: CIS-DF.
Stay a platform admin: CSA + release deltas. You do not need a CIS to be valuable.
ServiceNow also sells many other CIS tracks (CSM, SIR, HAM, SAM). They are not in the CertStud catalog yet — do not invent them as required steps.
